The Wekerle+ Programme, launching in 2027, could open up new opportunities for improving the energy efficiency of apartment buildings. A thorough energy assessment is the foundation of successful modernisation projects.

Energy efficiency is playing an increasingly important role in the operation of buildings and industrial facilities. Rising energy costs, ageing building services systems, and growing sustainability requirements all highlight the need for a detailed assessment of energy consumption. However, making informed modernisation decisions requires more than simply analysing consumption data: the technical condition of the building and the performance of its systems must also be thoroughly evaluated.

This is where an energy audit comes in. It provides a comprehensive overview of current energy consumption, identifies potential energy-saving opportunities, and establishes a sound technical foundation for future improvements.

Why Is an Energy Audit Worth Conducting?

The purpose of an energy audit is to comprehensively assess the energy consumption of a building or facility and identify the technical and operational factors that influence its energy efficiency.

An energy audit can be particularly valuable in cases of high operating costs, planned modernisation projects, or incomplete energy consumption data. The results provide building owners and operators with a clearer understanding of their property’s energy performance, potential savings, and opportunities for improvement.

Körös-Consult’s energy audit services provide professional support in several key areas:

  • Energy Performance Assessment: Evaluating energy consumption and the operation of the technical systems under review.
  • Identifying Energy-Saving Opportunities: Identifying measures that can improve operational efficiency and reduce energy consumption.
  • Modernisation Recommendations: Providing a sound technical foundation for planning improvements and making investment decisions.
  • Clarifying Energy Compliance Requirements: Supporting the identification of necessary energy audits, inspections, and regulatory obligations.
The results of an energy audit therefore go beyond assessing the current situation. They can also contribute to developing more sustainable and cost-effective operations in the long term.

The Wekerle+ Programme Could Bring New Opportunities

The Wekerle+ Apartment Building and Panel Housing Programme, scheduled to launch in March 2027, could create new financing opportunities for improving the energy efficiency of residential buildings.

Under the announced terms, interest-free loans of up to HUF 4 million per apartment could become available for prefabricated panel buildings, while traditional brick-built apartment buildings could qualify for up to HUF 5 million per apartment. Depending on the building’s energy performance rating, 30–50% of the financing could be converted into a non-repayable grant, reducing the outstanding loan balance, provided that the relevant conditions are met.

The programme could support a range of energy efficiency improvements, including thermal insulation, window and door replacement, heating system modernisation, and other energy-saving measures.

When preparing modernisation projects, understanding a building’s current energy performance and reliably assessing potential savings are particularly important. The proposed conditions of the Wekerle+ Programme also include a requirement to demonstrate energy savings of at least 30%.

An energy audit can provide valuable technical guidance in this process; however, it does not replace the energy performance certificates required for the funding application. The final eligibility criteria and documentation requirements will be determined by the detailed programme guidelines.

Energy Inspections: Regulatory Compliance Also Matters

The importance of energy assessments extends beyond modernisation projects. Certain building services systems may also be subject to mandatory energy inspection requirements.

Energy inspections of heating, air conditioning, and certain combined ventilation systems with an effective rated output exceeding 70 kW can help ensure regulatory compliance while also identifying opportunities to improve system performance and operational efficiency.

Energy audits and mandatory energy inspections are distinct procedures. Determining which assessment is required and preparing for it may involve consultation with qualified experts.

Engineering Expertise from Energy Audits to Implementation

At Körös-Consult, energy audits go beyond analysing energy consumption. Our approach also considers the overall operation of the facility and the interconnections between its building services systems.

We provide professional support for energy assessments across a wide range of facilities, including industrial plants, factories, apartment buildings, office buildings, public institutions, and other public buildings.

The process begins with understanding the specific requirements of the project and reviewing the available data. Once the scope of the assessment has been established, the energy audit is carried out. Based on the findings, our experts present potential improvement opportunities and recommend the next technical steps.

Our goal is to ensure that modernisation decisions are based on reliable energy data and sound engineering analysis, whether the objective is to prepare for a funding programme, reduce operating costs, or develop a long-term improvement strategy.

Körös-Consult’s energy audit services are already available. During an initial consultation free of charge, our experts can help assess your facility’s energy performance and identify potential next steps.
