Does your apartment building need insulation, window replacement, or heating system upgrades? The Wekerle+ Apartment Building and Panel Housing Program, launching in March 2027, could provide significant financial support for these improvements. Körös-Consult’s experts are here to help with a free initial consultation and on-site assessment.

In many apartment buildings, renovation has been on the agenda for years. Poorly insulated walls, outdated heating systems, and old windows and doors can lead to higher energy costs and less comfortable living conditions. However, modernization requires a significant investment, and securing the necessary funding is not always easy.

The Wekerle+ Apartment Building and Panel Housing Program could help address this challenge by encouraging energy-efficient renovations of residential buildings through preferential financing and non-repayable grants.

What Does the Wekerle+ Apartment Building and Panel Housing Program Offer?

According to the government announcement published on October 27, 2026, the program is scheduled to launch in March 2027, with the following key conditions:

  • Up to HUF 4 million per apartment in prefabricated panel buildings and up to HUF 5 million per apartment in brick-built apartment buildings, available as interest-free loans.

  • 0% interest rate, with a repayment period of 15–20 years, according to the program information.

  • 30–50% non-repayable grant calculated on the loan amount, depending on the building’s energy efficiency rating before renovation.

  • HUF 200,000 own contribution per apartment.

The amount of the non-repayable grant depends on the building’s energy efficiency classification. For buildings rated D–G, 30% of the loan amount may be converted into a non-repayable grant, while buildings rated H–I may qualify for a 50% grant.

For example, in a brick-built apartment building, a loan of HUF 5 million per apartment could result in a reduction of up to HUF 2.5 million in the outstanding principal.

However, it is important to note that the grant is not automatic and does not represent additional funding on top of the loan. Once the required conditions have been met, the grant is applied to reduce the outstanding loan balance.

What Types of Renovations Are Eligible for Funding?

The program may provide financing for various improvements that can help reduce a building’s energy consumption in the long term.

Eligible improvements may include thermal insulation of façades and roofs, replacement of outdated windows and doors, modernization of heating and domestic hot water systems, refurbishment of central heating facilities, and installation of modern control systems and thermostatic radiator valves.

Under certain conditions, upgrades to lighting systems, installation of heat pump systems, and improvements to the energy efficiency of elevators may also qualify for funding.

The key requirement is that the renovation must achieve energy savings of at least 30%. These savings must be verified through energy performance certificates issued before and after the renovation.

How Can You Determine Whether Your Apartment Building Is Eligible for the Program?

When planning the renovation of an apartment building, simply deciding that better insulation or a more modern heating system is needed is not enough.

A building’s various technical systems are interconnected. For example, proper thermal insulation can significantly reduce the energy demand of the heating system.

That is why assessing the building’s current condition is one of the most important steps in preparing a renovation project.

This is where Körös-Consult’s experts can help – the initial consultation and on-site assessment are completely free of charge.

During the assessment, our experts examine the building’s technical characteristics, identify energy consumption issues, and discuss the renovation goals of the residents and property management.

The initial consultation can help determine which improvements are worth exploring in greater detail and what additional energy calculations, engineering assessments, or design services may be required.

Why Is It Worth Starting Preparations Now?

Although the program is scheduled to launch in March 2027, energy-efficient renovations of apartment buildings typically require extensive preparation.

Property managers and apartment owners need to understand the available technical options, assess the expected costs, and may also need to obtain approval through decisions made at residents’ general meetings.

Furthermore, a successful energy-efficient renovation does not necessarily involve just one improvement. Coordinating thermal insulation, window and door replacement, and building services modernization can often achieve greater energy savings than implementing these measures separately.

An early preliminary assessment can therefore help residents make well-informed decisions about their building’s renovation.

Why Choose Körös-Consult?

Körös-Consult has been providing engineering services since 1998. With more than 140 employees and extensive experience in building services engineering, the company offers professional expertise in energy-efficient building modernization.

In addition to energy assessments, Körös-Consult provides support in the technical evaluation of renovation options, engineering design, and project preparation.

The goal is not simply to determine how much energy a building consumes, but also to identify which improvements could enhance its overall energy efficiency.

Following the initial consultation, the apartment building’s representatives can decide whether to proceed with a detailed energy audit based on a separate proposal outlining its scope, cost, and schedule.

Energy Inspections: Regulatory Compliance Also Matters

The importance of energy assessments extends beyond modernisation projects. Certain building services systems may also be subject to mandatory energy inspection requirements.

Energy inspections of heating, air conditioning, and certain combined ventilation systems with an effective rated output exceeding 70 kW can help ensure regulatory compliance while also identifying opportunities to improve system performance and operational efficiency.

Energy audits and mandatory energy inspections are distinct procedures. Determining which assessment is required and preparing for it may involve consultation with qualified experts.

Engineering Expertise from Energy Audits to Implementation

At Körös-Consult, energy audits go beyond analysing energy consumption. Our approach also considers the overall operation of the facility and the interconnections between its building services systems.

We provide professional support for energy assessments across a wide range of facilities, including industrial plants, factories, apartment buildings, office buildings, public institutions, and other public buildings.

The process begins with understanding the specific requirements of the project and reviewing the available data. Once the scope of the assessment has been established, the energy audit is carried out. Based on the findings, our experts present potential improvement opportunities and recommend the next technical steps.

Our goal is to ensure that modernisation decisions are based on reliable energy data and sound engineering analysis, whether the objective is to prepare for a funding programme, reduce operating costs, or develop a long-term improvement strategy.

Körös-Consult’s energy audit services are already available. During an initial consultation free of charge, our experts can help assess your facility’s energy performance and identify potential next steps.
